Article
I
The contracting Parties shall encourage and promote the economic and technical cooperation between their respective countries, within the framework of their laws and regulations and taking into account their international obligations.

Agreement on economic and technical cooperation between the Kingdom of the Netherlands and the Arab Republic of Egypt
The Government of the Kingdom of the Netherlands and the Arab Republic of Egypt,
Desiring to strengthen their traditional ties of friendship,
Confirming their interest in encouraging, intensifying and facilitating the economic, and technical cooperation between their two countries, on the basis of equality and to their mutual benefit,
Desiring to improve the conditions for the development of such cooperation,
Have agreed as follows:
Article
II
(1)
The Contracting Parties shall in particular encourage initiatives which may lead to the conclusion of contracts and arrangements between enterprises and organizations in the Kingdom of the Netherlands at the one side and enterprises and organizations in the Arab Republic of Egypt at the other side, which provide for economic and technical cooperation.

III
(1)
The Contracting Parties recognize that in the framework of this agreement cooperation may include inter alia:
-
(i)
the execution of projects and works of common interest, amongst others the construction of industrial and agricultural installations and the extension of existing installations;
-
(ii)
the establishment of joint-enterprises in the two countries, as well as in third markets, in the fields of industry, agriculture, trade and communications;
-
(iii)
the exchange of know-how, of technical documentation and information, joint research and development;
-
(iv)
the arranging of consultations and conferences between specialists.
Article
IV
The conditions governing particular projects of economic and technical cooperation shall be agreed upon between the respective enterprises and organizations, in accordance with the relevant laws and regulations of the two countries.
Article
V
The Contracting Parties agree to establish a Joint Committee on economic and technical cooperation composed of representatives of the two countries.
The Chairmen of the Joint Committee shall be for the Kingdom of the Netherlands, the Netherlands Minister of Economic Affairs and for the Arab Republic of Egypt, The Egyptian Minister for Economy and Economic Co-operation, if the agenda of the meeting so requires and the two Parties so agree, or their Nominees.
The permanent members would be the representatives from appropriate Government Departments. Experts and advisors from both private and public sectors may be called upon at the request of either side, to attend the committee meeting.
The joint committee shall:
-
i)
discuss any matter pertaining to the implementation of the present Agreement,
-
ii)
explore the fields in which they consider the cooperation between the two countries might be broadened,
-
iii)
make recommendations in cases the implementation of the Agreement might be furthered.
The Joint Committee shall meet at least once a year alternately in Cairo and in The Hague.
Article
VI
As regards the Kingdom of the Netherlands, the present Agreement shall apply to the Kingdom as a whole, unless the Government of the Kingdom of the Netherlands notifies the Government of the Arab Republic of Egypt to the contrary within a month after the entry into force of the present Agreement.

VII
(1)
The present Agreement shall enter into force on the first day of the second month following the date on which the Contracting Parties have informed each other in writing that the procedures constitutionally required therefore in their respective countries have been complied with, and shall remain in force for a period of 10 years.
(2)
Unless notice of termination has been given by either Contracting Party at least six months before the date of the expiry of its validity, the present Agreement shall be extended for an indefinite period, each Contracting Party reserving the right to terminate the Agreement upon notice of at least six months.
IN WITNESS WHEREOF, the undersigned representatives, duly authorized thereto, have signed the present Agreement.

Excellency,
During the discussions which have led to the signing of an Agreement on economic and technical cooperation between our two countries to-day, we came to the conclusion that capital investments from Netherlands' enterprises might contribute considerably to the economic and technical cooperation with Egyptian enterprises and organizations, envisaged by the aforementioned agreement.
We furthermore came to the conclusion that an agreement between the two countries, relating to the position of such investments, would encourage such investments.
In view thereof we reached the understanding that the two countries will enter into consultations on such an agreement as soon as possible.
I would appreciate your confirmation of the above.

Overeenkomst inzake economische en technische samenwerking tussen het Koninkrijk der Nederlanden en de Arabische Republiek Egypte
De Regering van het Koninkrijk der Nederlanden en de Regering van de Arabische Republiek Egypte,
Geleid door de wens hun van oudsher bestaande vriendschapsbanden te verstevigen,
Bevestigend hun belang bij het aanmoedigen, versterken en vergemakkelijken der economische en technische samenwerking tussen hun beider landen, op voet van gelijkheid en tot wederzijds voordeel,
Geleid door de wens de voorwaarden voor het ontwikkelen van deze samenwerking te verbeteren,
Zijn overeengekomen als volgt:
Artikel
I
De Overeenkomstsluitende Partijen stimuleren en bevorderen de economische en technische samenwerking tussen hun onderscheiden landen, binnen het kader van hun wetten en voorschriften en met inachtneming van hun internationale verplichtingen.

II

De Overeenkomstsluitende Partijen moedigen in het bijzonder initiatieven aan die kunnen leiden tot het sluiten van contracten en het treffen van regelingen inzake economische en technische samenwerking tussen ondernemingen en organisaties in het Koninkrijk der Nederlanden enerzijds en ondernemingen en organisaties in de Arabische Republiek Egypte anderzijds.

III
1
De Overeenkomstsluitende Partijen erkennen dat binnen het kader van deze Overeenkomst samenwerking onder andere kan omvatten:
-
(i)
uitvoering van projecten en werken van gemeenschappelijk belang, waaronder de bouw van installaties op het gebied van industrie en landbouw en de uitbreiding van bestaande installaties;
-
(ii)
oprichting van gezamenlijke ondernemingen in beide landen, alsmede in derde landen, op het gebied van industrie, landbouw, handel en verbindingen;
-
(iii)
uitwisseling van technische kennis en technisch documentatie en informatiemateriaal, en samenwerking op het gebied van onderzoek en ontwikkeling;
-
(iv)
organisatie van beraadslaging en conferenties van deskundigen.
Artikel
IV
De voorwaarden met betrekking tot bepaalde projecten voor economische en technische samenwerking worden in onderling overleg vastgesteld door de onderscheiden ondernemingen en organisaties, in overeenstemming met de desbetreffende wetten en voorschriften van de beide landen.

V
De Overeenkomstsluitende Partijen komen overeen een Gemengde Commissie inzake economische en technische samenwerking in te stellen, bestaande uit vertegenwoordigers van de beide landen.
Als Voorzitters van de Gemengde Commissie fungeren de Nederlandse Minister van Economische Zaken namens het Koninkrijk der Nederlanden en de Egyptische Minister voor Economie en Economische Samenwerking namens de Arabische Republiek Egypte, indien de agenda van de bijeenkomst dit vereist en de beide Partijen zulks overeenkomen, of hun Gemachtigden.
De permanente leden zijn de vertegenwoordigers van de desbetreffende Ministeries. Op verzoek van een van beide Partijen kunnen deskundigen en adviseurs uit zowel de particuliere sector als de overheidsdiensten worden uitgenodigd de vergadering der Commissie bij te wonen.
De Gemengde Commissie:
-
i)
bespreekt alle zaken die betrekking hebben op de uitvoering van deze Overeenkomst,
-
ii)
onderzoekt de gebieden waarop naar haar oordeel de samenwerking tussen de beide landen zou kunnen worden uitgebreid,
-
iii)
doet aanbevelingen in gevallen waarin de uitvoering van de Overeenkomst zou kunnen worden bevorderd.
De Gemengde Commissie komt ten minste eenmaal per jaar beurtelings te Kairo en te ’s Gravenhage bijeen.

VI
Wat het Koninkrijk der Nederlanden betreft, geldt deze Overeenkomst voor het gehele Koninkrijk, tenzij de Regering van het Koninkrijk der Nederlanden de Regering van de Arabische Republiek Egypte binnen een maand na de inwerkingtreding van deze Overeenkomst van het tegendeel in kennis stelt.

VII

Deze Overeenkomst treedt in werking op de eerste dag van de tweede maand, volgend op de datum waarop de Overeenkomstsluitende Partijen elkaar schriftelijk ervan in kennis hebben gesteld dat de in hun onderscheiden landen constitutioneel hiervoor vereiste procedures zijn vervuld, en blijft van kracht voor een tijdvak van 10 jaar.

Tenzij een der Overeenkomstsluitende Partijen ten minste zes maanden voor het verstrijken van de geldigheidsduur de andere in kennis heeft gesteld van haar wens de Overeenkomst te beëindigen, wordt deze Overeenkomst voor een onbepaalde termijn verlengd, waarbij elke Overeenkomstsluitende Partij zich het recht voorbehoudt de Overeenkomst te beëindigen door kennisgeving hiervan aan de andere Overeenkomstsluitende Partij met inachtneming van een termijn van zes maanden.
TEN BLIJKE WAARVAN de ondergetekenden, daartoe behoorlijk gemachtigd, deze Overeenkomst hebben ondertekend.
GEDAAN te Kairo, op 10 mei 1975 in twee exemplaren in de Engelse taal.
