Overeenkomst tussen de Benelux-Staten en Belize inzake de vrijstelling van de visumplicht voor houders van geldige diplomatieke paspoorten

Tenzij uit de context anders blijkt, wordt in deze Overeenkomst verstaan onder:

• 1.

  „Benelux-Staten”: het Koninkrijk België, het Groothertogdom Luxemburg en het Koninkrijk der Nederlanden;

• 2.

  „Partij”: Belize of de drie Benelux-Staten die gezamenlijk handelen;

• 3.

  „Staat”: Belize of een van de Benelux-Staten;

• 4.

  „Grondgebied”:

  • –

    voor Belize: het grondgebied van Belize;

  • –

    voor de Benelux-Staten: de grondgebieden in Europa van de Benelux-Staten.

De bevoegde autoriteiten die verantwoordelijk zijn voor de uitvoering van deze Overeenkomst zijn:

• a.

  voor Belize: het Ministerie van Buitenlandse Zaken, Buitenlandse Handel en Immigratie;

• b.

  voor het Koninkrijk België: de Belgische Federale Overheidsdienst Buitenlandse Zaken, Buitenlandse Handel en Ontwikkelingssamenwerking;

• c.

  voor het Groothertogdom Luxemburg: het Ministerie van Buitenlandse en Europese Zaken, Defensie, Ontwikkelingssamenwerking en Buitenlandse Handel; en

• d.

  voor het Koninkrijk der Nederlanden: het Ministerie van Buitenlandse Zaken.

Niettegenstaande de artikelen 3 en 4 van deze Overeenkomst, behoudt elke Staat zich het recht voor de toegang tot zijn grondgebied te weigeren aan personen die als ongewenst worden beschouwd of wier aanwezigheid in het land wordt beschouwd als een gevaar voor de openbare orde of voor de nationale veiligheid.

Geschillen tussen de Partijen inzake de toepassing of uitlegging van deze Overeenkomst worden in der minne beslecht via overleg of onderhandelingen tussen de Partijen.

Deze Overeenkomst kan door elke Partij worden opgeschort. Van de opschorting wordt de depositaris onmiddellijk in kennis gesteld. De depositaris zal de andere Partij van de ontvangst van deze kennisgeving op de hoogte stellen. Dezelfde procedure geldt voor het ongedaan maken van de opschorting.

In this Agreement, unless the context indicates otherwise:

• 1)

  “Benelux States” shall mean the Kingdom of Belgium, the Grand Duchy of Luxembourg and the Kingdom of the Netherlands;

• 2)

  “Party” shall mean Belize or the three Benelux States acting jointly;

• 3)

  “State” shall mean Belize or one of the Benelux States;

• 4)

  “Territory” shall mean:

  • –

    for Belize: the territory of Belize;

  • –

    for the Benelux States: the territories in Europe of the Benelux States.

The Competent Authorities responsible for the implementation of this Agreement shall be:

• a)

  for Belize: the Ministry of Foreign Affairs, Foreign Trade and Immigration;

• b)

  for the Kingdom of Belgium: the Federal Public Service Foreign Affairs, Foreign Trade and Development Cooperation;

• c)

  for the Grand Duchy of Luxembourg: the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade; and

• d)

  for the Kingdom of the Netherlands: the Ministry of Foreign Affairs.

Notwithstanding Articles 3 and 4 of this Agreement, each State reserves the right to refuse to admit to its territory any person who is regarded as being undesirable or whose presence in the country is regarded as prejudicial to public order or to national security.

Any dispute between the Parties arising from the application or interpretation of this Agreement shall be settled amicably through consultations or negotiations between the Parties.

Each Party may suspend the application of this Agreement. The depositary shall be notified immediately of the suspension. The depositary shall inform the other Party of the receipt of such notification. The same procedure shall be adopted when the suspension is lifted.
